BANIAS, SYRIA BASIC PORT INFORMATION

PORT SECURITY FACILITIES

Security level of the terminal is (1) and security Officer of terminal is Eng. Tal'at Neyyouf.

Corridor leading to terminal:


Vessel bound for Banias terminal should use the following leading corridor otherwise they face severe fines:


   a) 35 13 00 N - 35 42 00 E

   b) 35 13 00 N - 35 56 56 E

   c) 35 16 00 N - 35 55 25 E

   d) 35 16 00 N - 35 40 34 E


Pilots board the vessels at anchorage area and hand over to Master all information; they will remain onboard until departure and act as Loading Master.


After all fast require 1-2 hours in order to connect 2 hoses. Hoses connection amidships Port Side.


Backpressure allowed not more than 7 kg/cm2.


- No delay expected during loading etc (continuous loading operation) subject fine weather.


Loading is by gravity and loading rate depends on height of tank and level of oil. All strings of hoses are fitted with 12’’ butterfly valves.


Notice of Readiness:

Time of N.O.R. arrived tendered will be considered when you arrive in the very near vicinity of the above anchorage area, where the Mooring Master who is Company’s representative will board and receive your ship and remain onboard throughout the entire operation.


- MSDS is presently not available for the cargo to be loaded

- Surveyor and terminal will ask for the last 10 previous shipments for checking the cargo experince factor, the Master should ask the pilot or terminal representative to provide him with cargo data sheet in case same is not available.

  High percentage of H2S which is considered dangerous during loading/discharging.


- 6 berths available at terminal counted from North to South :

    2-3 Crude oil

      4 Fuel Oil

      5 heavy fuel and clean products

      6 Virgin Gasoil

      7 LPG and Jet fuel



RESTRICTIONS FOR BERTH 4:

--------------------------

Maximum L.O.A. acceptable : 750 feet

Maximum draught acceptable:  42 feet (summer and winter)

Safe working load of derrick (SWL) minimum : 7.5 tons

Berth is equipped with 2x24’’ sea lines and 2 x16’’ hoses string ended with 2x12’’ hoses and valved manifold.

One of the sea lines is for displacement purpose only.


N.B.: Ship’s hose connecting manifold to be equipped with preseure and temperature gauges.


RESTRICTIONS FOR BERTH 5:

In summer : MAX L.O.A. 840 feet, Min L.O.A. 550 feet MAX DWT 85000 MT


MAX draught: summer 43 feet, winter 41 feet


Safe working load of derrick (SWL) minimum : 7.5 tons

One main sea line 24’’ diameter one displacement sea line of 14’’ diameter one string hose lenght 210 ft diam. 16’’ ended with butterfly valve 16’’ class 300 ASA + 12’’ reducer 150 ASA.


LOADING RATE 2000 CBM/Hour


WHITE PRODUCT:


Same specifications as above.


LOADING RATE 1,900 CBM/Hour

Disch. Rate for Gas Oil 3,000 CBM/Hour

RESTRICTIONS FOR BERTH 6:

700 feet Min. L.O.A. 500 feet.

summer 34 feet winter 32 feet

Safe working load of derrick (SWL) minimum:

7.5 tons


Berth is equipped with PLEM mounted Sub Sea Valves remotely operated from shore.


HF : Same specifications as berth 5 for accessories loading rate varying between 1000 and 2400 CBM/H.


WP :Same specifications as berth 5 for accessories loading rate for Gasoline 2600 CBM/H, discharging rate for gasoline 3700 CBM/H.

Mooring:

--------

- Is carried out DAYLIGHT ONLY, ALL YEAR AROUND

- Unmooring is carried out ROUND THE CLOCK

- As berths are not protected by break-waters, delays might be encountered for berthing due to bad weather.


PRESENTLY EARLIEST PILOT BOARDING TIME FOR ALL SHIPS IS 07:00 AND LATEST 17:30 LMT.


Pilot ladder:

-------------

- Combination of accomodation and Pilot ladder to be rigged, accomodation ladder to be lowered within 12 feet of water. Pilot ladder to be placed close abaft and down to within 3 feet of water.


No tugs are used, vsl’s gangway to be used as terminal sea berth is located in openstead sea, any how, pilot will contact Master before boarding to instruct him whether the gangway to be fitted at port of starboard side (depends on wind), practically they combine both accommodation ladder with pilot ladder.



Mooring Lines :

--------------

Steel wires are not accepted. Polypropylene or manila lines should be used.


Pilotage :

---------

Pilot baords the vessel between 07:00 and 16:00 at anchorage area, and stays onboard until departure as Loading Master.


A good cabin should be allocated for the Pilot for his accomodation.


We recommend that the accomodation and facilities which will be allocated to the Pilot be very good and is shown to him soon as he boards, which will lead to good relations for smooth operations.


Safety of Mooring:

------------------

- On completion of moooring operation vessel must have not less than 7 1/2 shackless of anchor chain in the water.


Banias is an open roadstead consquently sudden changes in weather can be experienced especially during the winter months.


Experienced many of emergency depart from berths due to above reason; while mooring ropes were broken and still remained at berth. Therefore, enough ropes should be obtainable onboard for re-mooring.


Boat ropes:

-----------

- To be rigged on either side of ship and of not less than 4 1/2 inc. circ.


Derricks and cranes:

--------------------

- S.W.L. of 10 tons is recommended. It must be capable of plumbing overside abreast of Loading Manifold.


- Hose connections are midship portside.


- Hose hang off bits are required at about 10 ft from ship’s rail to secure the submarine hoses.


- Backpressure allowed not more than 7 Kgs/cm2.


- Mooring lines 6-8 X 200 Meters.

   6 rope stoppers.


Ballast:

      

No facilities available for disposal of slop and/or dirty ballast.


- Vessels must imperatively arrive with clean ballast.

- If vessel has contaminated ballast, same must be kept onboard at a seperate tank.

- N.O.R. will be accepted until clean ballast which is to be pumped overboard to sea is seperated from the dirty ballast.

- Berths being open at roadsteds, and as sudden changes experienced especially in winter, vessels are requested to keep the ballast onboardat a minimum for safe manouvering. It is also preferable to commence loading immediately upon connecting hoses, simultaneously with debalasting provided with no danger of contamination.

   

- HEAVY FINES ARE TO APPLY FOR POLLUTION.


IMPORTANT WARNING FROM BANIAS HARBOUR MASTER

On September 28, 2009 Government Ship Agency Messrs Shipco came with an important announcement in regards to an important warning from Banias Harbour Master, text of which please find below:

The departure of tankers which enter Banias port must be done after its leaving berth and pilot disembarking and the embarking and disembarking must not be done until captains’ doing a maneuvering to form a calm area in anchorage area and implementing of our circular 399/m.b.


All captains must cooperate to authorities and don’t  obstruct their works or we will implement the article /40/ item /1/ from the law 46/2006.


The person who makes obstacles for the committee of checking on board, he will have a fine for one month at prison and to pay the amount of S.P. 250.000 ($ 5.000 USD.)

Vessels are cleared upon berthing, unless there is a reason to clear them while at anchor, for reason such as: Medical attendance, bunkering, embarking/disembarking, provisions, etc.,


Master to prepare the following documents:


6 crew lists

2 store lists

1 health maritime declaration

1 list of port calls for last 15 voyages

1 copy last port clearance

1 decleration of cash on board

1 crew personal effect list

Log book covering at least one year ago

Ship’s certificates to be handed over to Harbour Master which will be delivered back upon departure with the clearance.
